indicates that you are logging on to a PeopleSoft workstation upon which you are not an "Administrator". The error will not occur again when you log on to that machine.

If you are not an Administrator on the machine, there are various functions that you will not be able to perform on that machine. Such functions include installing certain software on the machine.

If you believe you should be an administrator of that workstation, please open a NorthStar ticket so that a Technical Support Operations analyst can help you determine whether you should be an administrator on that machine and/or how to add you as an administrator.
