How to move or modify the Quick Launch bar
In Windows 2000 the Quick Launch bar contains various shortcuts to applications such as Lotus Notes, Excel and Word so they can be launched without needing to open the Start menu. Unlike the desktop icons the Quick Launch bar can be set so that other application windows will not cover it, thus keeping these applications readily available.
The default location for the Quick Launch bar is on the taskbar at the bottom of the screen. You can remove the Quick Launch bar and place it some where else on your desktop. You can remove the Quick Launch bar entirely, or cause it to disappear until you put your mouse pointer near the screen edge where it resides. You can also add, remove or reoder the shortcut icons on the Quick Launch bar. If you leave the Quick Launch bar on the taskbar you can still move it or modify the behavior of the entire taskbar. For more information on the taskbar see document 69006 — How to find, move and modify the taskbar.

You can leave it floating as well, but you cant have it short and up against the top right the way the office bar would be.
You can relocate the Quick Launch bar on the taskbar the same way. Instead of dragging to a different location on the screen just drag to a different location on the taskbar.
